THIS APPOINTMENT BOOKING SYSTEM IS FOR CLARK COUNTY RESIDENTS ONLY.
The Home Energy Assistance Winter Crisis Program has ended (as of March 31, 2025).
The OIC HEAP Program will continue to process the 2024-2025 Home Energy Assistance Program (HEAP) and Percentage of Income Plan (PIPP) applications through May 31st, 2025.
- You can access the 2024-2025 HEAP PIPP application by going to our website: www.oicofclarkco.org or at our drive-thru located at 600 W. Main St., Springfield OH 45504.
In order for us to assist and complete your PHONE appointment, ALL applications and supporting documents MUST be received 24 hours prior to your PHONE appointment. Applications can be picked up and dropped off at the HEAP drive-thru, or you can upload them by using the link above in the Blue Box labeled Upload Documents
Who is eligible for the HEAP and PIPP Programs?
To qualify for HEAP and PIPP, you must meet the following criteria:
- Households must have a gross income at or below 175% of the poverty guideline and
- Proof of U.S. citizenship or legal residency status for all eligible household members.
- As long as there is (1) citizen in the household (whether adult or child), the household could be eligible for assistance. The primary applicant does not need to be a U.S. citizen/legal resident, but should be 18 years of age to apply.
List of Documents Required
Failure to provide all required documentation will delay your assistance. We require the following documents:
- Proof of Citizenship is required for ALL household members regardless of age:
- Birth Certificate - Passport
- Social Security Card - Voters Registration Card
- Proof of household income for the past 30 days for everyone 18 years & older. Self-Employment must bring their previous years' tax forms 1040 and Schedule 1, or Non-Filing Letter from irs.gov. School district employees must bring 12 months of pay history.
- Current gas or electric bill or account numbers (for access to electronic copies of bills).
If a non-household adult is applying on behalf of the client, then a Power of Attorney, a notarized
statement, Representative Payee from SSA, or legal guardianship documentation is required.
